Abstract

<p>東日本大震災の発生から4年が経過したが,被災地の住宅再建は未だ緒に就いたばかりである.本稿では,岩手県陸前高田市I地区における復興状況の把握と課題抽出をおこない,当該地区の今後の展望を示した.さらに,事例分析をふまえて,被災地における地域づくりの論点を提示した.I地区では,伝統文化の保存・伝承や祭りの開催を通じて住民の絆形成がはかれているものの,土地区画整理事業の実施において住民の意見が十分に反映されているとは言い難く,住民と行政の間でさらなる対話と情報共有が必要である.今後,当該地区では,住民の意見集約をおこない行政へ意見する住民組織の形成と,行政と住民の情報の受け渡し・調整をおこなうコーディネーターが必要である.被災地における地域づくりにおいて検討すべき4つの論点は,第1に,地域づくりの主体をどのように再構成するか,第2に,行政と住民の情報の受け渡し・調整をおこなうコーデイネータ-を誰が担うのか,第3に,どのような外部支援が必要とされるか,第4に,地域づくり活動をいかにして持続していくか,である.被災地は多くの困難な課題を抱えているのが実状であるが,これらを乗り越えて,農山村や地方都市の先進事例となるような地域づくりが実現されることを期待したい.</p>

<p>Though almost four years have passed since the 2011 Great East Japan Earthquake disaster, home reconstruction in disaster areas has just begun to take shape. This case study focuses on the "I" district in Rikuzentakata, Japan, and examines its revival situation and associated issues. On the basis of the case study, rural development issues in other disaster areas are shown as well. The bonds among inhabitants in the "I" district are formed through cultural preservation and the passing down of their traditions, in addition to holding a traditional festival. In the land readjustment project following the great earthquake, the concerns and opinions of inhabitants are not adequately reflected. This study suggests that a coordinator needs to be appointed to gather and cross-communicate the opinions of local inhabitants and administrative bodies. In addition, the study suggests future prospects for rural development not only in Rikuzentakata, but in other disaster areas as well. The following four questions regarding rural development in disaster areas should be examined: (1)how should the actor of rural development be reorganized, (2)who coordinates the delivery of the information between administration and inhabitants, (3)what kind of outside support is required, and (4)how should rural development be continued in the future?</p>
