Development of a Risk Communication Game of Common Understanding for Disaster Waste Disposal between Administration and Residents

Abstract

<p>The purpose of this study is to develop a risk communication game of common understanding for area-wide disposal of disaster waste, and to examine whether this game can be applied as a syllabus for risk communication to undergraduate curriculums. The policy of area-wide disposal of disaster waste by the Great East Japan Earthquake became difficult to introduce because of disagreement of the residents. In order for the stakeholders to understand others’ attitudes and backgrounds of the disposal policy and to facilitate risk communication between administration and residents, we develop a game to seek consensus of the policy. Each pair of players takes either resident’s or administrative officer’s role, and then swaps the role. After the game, players answered open-ended questionnaires asking their understanding of the game. The results of the KJ-method classification of players’ free answers clarified that participants could deepen their understanding of the importance of switching viewpoint for mutual understanding and risk communication.</p>
