Abstract
<p>Refund scam is one variety of imposter scams, in which the victims are told by offenders posing as employees of a municipality or a tax office that they are eligible for a tax refund. As the victims are often led to unmanned ATMs to make the false remittance, an effective countermeasure against the refund scams might be to alert the police to those ATMs at high risk. The current study clarifies the characteristics of unmanned ATMs to which victims are led, and then builds a prediction model of the risk of scam occurrences at ATMs. Particularly, focusing on the physical and social environment of ATMs and repeat victimization of refund scams, we examined risk factors using historical data and setting variables based on Environmental Criminology. We then constructed the prediction model and verified the prediction accuracy by applying it to recent data. Finally, we discussed implications of the prediction model.</p>
