Abstract

In 2004, the EU Commission established Directive No. 18 and requested countries that are members of the EU to make the Competitive Dialog domestic legal. But Germany resisted the legislation of Competitive Dialog violently. This paper examines the background and the reason why Germany resisted leg islation of Competitive Dialog.
