Abstract
<p>We address the problem of detecting critical links in a large road network, especially focusing on the fact that reachability within a permissible time plays an important role in case of disaster evacuation. To this end, we utilize a measure called TBC (time-bounded criticalness) degree that quantifies the number of people who become unable to move to evacuation facilities within a permissible time when a link is blocked. In our computer simulation using data in Shizuoka Prefecture, we show that the road links having highly ranked TBC degree can substantially change according to the permissible evacuation time. Then, we analyze the influences of these critical links on the numbers of people who become unable to move to evacuation facilities within the permissible time.</p>
