Abstract
<p>What influence does globalization have on the political power of organized pressure groups? Combining the questionnaire and the case study methods, this study investigates the political effects of globalization on Japanese pressure groups after 1990. The questionnaire analysis reveals that while the growing importance of globalization is widely recognized, the majority of organizations do not actually operate internationally. It also indicates that globalization tends to give rise to intra-group conflicts and that the policy demands of many groups have changed in last two decades. However, the questionnaires did not provide enough information on the details of internal conflicts and changes in preferences experienced by these groups. To compensate for this lack of information, we conducted a case study on the towel industry. Cross-border movement of goods, investment, and labor as well as changing market conditions have had differential effects on the degree of conflict between the members of the organization and on the shifting mission desired for the organization by the members. Consequently, there have been changes in the political power and policy preferences of these pressure groups.</p>
