Abstract

In order to shape compact city, institution of location normalization plan was established in 2014 and introduced notification-advice system. This paper aims to clarify the actual results and issues of notification-advice system on the plan in the initial operational stage. The analysis of nationwide questionnaire to local governments and a case study show followings, 1) Results of consultation between local government officials and developers are few achievements, 2) The amount of facilities to be guided is greater in outside of the induction area than in inside that area, 3) The evaluation of the notification-advice system of this plan is lower than that of other plans, 4) Kagoshima City, which is a case study city, is actively consulting, but the results have not been achieved, and 5) From the operational results of the notification-advice system, strengthening the effectiveness of locational induction will be an issue.
