Abstract
<p>This paper analyzes how Trump administration has changed a free trade consensus both internationally and domestically. While the administration has shifted from the hegemonic state trade policy to a great power trade policy, Trump began trade war against both China and major democratic alliances. Domestically, he broke a free trade consensus between the Whitehouse and the Republican Congress but he gets fragile support only through his twitter performance and the ideological backlash against elite-driven globalization. Although he broke a post-Cold War consensus on free trade, he has brought confusion and chaos into the U.S. policy process at present.</p>
