抄録

<p>Since the Kanto-Tohoku heavy rainfall in Joso City in September 2015, a necessity for evacuation beyond administrative border has been recognised. However, few regions have begun to make specific and highly feasible evacuation plans. In order to promote evacuation beyond administrative border measures, we identified effective areas for inter-municipal evacuation measures by quantitatively clarifying the effects of evacuation. And we analysed municipalities in the Kinu river basin that are at risk of damage from river flooding. We adopted static analysis method for evacuation behavior using GIS based on published maps of flooded areas.</p>
