Changes in Universities’ Levels of Awareness Regarding Certified Evaluation and Accreditation: Comparing the First and Second Cycles of Questionnaire Survey Among Universities

Abstract

<p>According to Certified Evaluation and Accreditation (CEA), introduced in 2004, all universities, junior colleges, and technical colleges are required to undergo evaluation every seven years by the evaluation organization certified by the Ministry of Education, Culture, Sports, Science and Technology. Now, 17 years since the introduction of CEA, this is the third cycle of the evaluation. In this paper, we clarified the changes in universities' awareness regarding CEA. For statistical analysis, we used the results of the questionnaire survey conducted among the universities certified by the National Institution for Academic Degrees and Quality Enhancement of Higher Education, focusing on the changes observed in the first and second cycles. Next, in the survey results, we examined the items exhibiting changes regarding the universities' awareness—these were studied in terms of reasons for the change, according to their correlations, mainly regarding the status quo and need for improvement in CEA, including achieving the sufficient level of improvement effects, reducing workload, and support and understanding from society.</p>
