Abstract

This study proposes an innovative method for local consumer division. Using data from Shizuoka Prefecture, a local government consumer evaluation index based on population size was developed. The results indicated that consumer division in Shizuoka Prefecture was at a basic level in many cities and towns, but in some cities and towns standard levels were not met. In many cases local budgets were lower than national levels.
