Abstract
<p>Industry–academia–government collaboration, which has hitherto focused on technology transfers, is now reaching its limit. In particular, it has become extremely difficult for small and medium-sized enterprises with limited management resources to improve their development capabilities or launch new businesses by themselves. Therefore, a new type of cooperation that incorporates the idea of “nurturing” is required. This study focuses on the establishment of a collaboration model aimed at nurturing small and medium-sized enterprises and markets, with each region regarded as a single unit. In building this particular model, it is important to consider how to construct a venue with a purpose and bring together small and medium-sized enterprises and their partners. Thus, it is necessary to identify the markets in which small- and medium-sized enterprises could launch new businesses, and to make relevant proposals. This study thus analyzes patent applications made by companies and universities, forecasts technology and market trends, and considers methods to identify and explore potential markets for new businesses to be launched.</p>
