Abstract

<p>Since photovoltaic power plants (PV) were installed rapidly in Japan, municipalities set regulatory ordinances and guidelines to protect the natural environments and landscape. This study targeted 43 cities in Fukuoka and Oita prefectures, with FIT-certified 15,663 points, to reveal relationships between PV and residential areas, and the differences in trends before and after the ordinances and guidelines were enforced. Multiple logistic regression analysis clarified that natural environmental guidelines were enacted in points where PVs were accumulated farther from residential areas. Landscape ordinances were enacted in points where PVs were scattered near residential areas. Difference-in-Differences analysis showed that PVs have located farther from residential areas after natural environmental guidelines were enforced, and that they have accumulated after landscape ordinances were enforced.</p>
