Abstract
<p>This paper focused on the development concepts in Kyoto Higashiyama, and clarified private cable car plans and scenic preservation. In 1910s, Kyoto Prefecture had the Prime Minister subsidizing a conditional license, while construction approval to the application from a railway company that aims to develop tourism in Higashiyama had not been granted. In 1920s, based on the consideration of laying a railroad on the front or back of Higashiyama would cause landscape destruction, the application forms of the three companies with the disapproval opinion attached to the Minister of Railways had been advanced. It was a policy of scenic preservation to protect the view of the mountain range from the town, the historical value of historical sites and scenic spots, the sacred mountain area integrated with temples and shrines.</p>
