In our country, the teacher who can exercise sufficient leadership neither by illness nor stress exists mostly today. The system for securing the right which such a teacher commits is not fully improved in our country. Then, I want to summarize the outline of the functional recovery system of France established as a system, and to clarify the institutional purpose and the institutional special feature in this paper.
