2000 年代の後半から，「内向き」という言葉が，若者の海外志向の低下という文脈において，特に，海外留学者数の減少の原因として語られるようになり，政府の海外留学政策の基本認識としても定着している。本論は，そのような「内向き」イメージが社会的に構成されたものであるとの前提に立ち，新聞・雑誌記事の言説を分析した。結果，「内向き」イメージは，2009 年の政府資料をきっかけとして社会的に構成され，社会に定着したことが明らかになった。また，「内向き」言説の根拠として言及される日本人の海外留学に関する各種統計について，多様な留学の定義を整理しながら検討した結果，エリート層が中心となる長期留学が減少する一方，非エリート層中心の短期留学が増加していると考えられる点が示唆された。最後に，長期留学の減少について若者の「内向き」志向と一般化してしまうことの誤謬と，教育格差の視座から短期留学に着目する必要性について指摘した。Since the late 2000's, the word “introspective” has become a popular way to describe one cause for the decrease in the number of students studying overseas, especially in the context of a decrease in the inclination for young people to study abroad. It has also become established as standard knowledge for government measures related to overseas study. This paper analyzes newspaper and magazine article statements from a stance based on the premise that the “introspective” impression was constructed socially. The current study clarifies the “introspective” impression as being socially constructed, triggered by government data prepared in 2009 and clearly established in society from there. Moreover, upon consideration of various statistics regarding overseas studies of Japanese students who mentioned the “introspective” statement as their reason for going abroad and organizing various definitions of “studying abroad,” a decrease in long-term overseas studies by the elite group and an increase in short-term overseas studies by the non-elite group was observed. However, regarding the decrease in long-term overseas studies, it would be a mistake to generalize the findings as being due to the “introspective” tendency of young people. Finally, the need to focus on short-term overseas studies from the viewpoint of the educational gap was indicated.
