The importance of preventive medicine in the provision of health care is now universally accepted, and health organisations throughout the world are increasingly influencing governments to implement policies of health promotion and education, in recognition of the fact that therapeutic medicine alone, despite its many achievements, cannot hope to eradicate disease. However the implementation of such national policies has in turn brought to light a number of ethical dilemmas, and it is these dilemmas which form the subject of this volume.
