The authors present here a broad-gauged look at the Third World and the role of foreign enterprises in the development process. The book aims to merge the theory with practical examples of the interaction between multinational enterprises and LDC governments. In particular, the book analyzes developing country policies toward foreign economic presence in various areas of the economy, including fiancial, natural resources and manufacturing sectors. The book concentrates not only on the formation of policy and its process, but also on policy implementation, identifying the many pitfalls and conflicts of creating an environment conducive to foreign investors which is compatible with Third World social and economic goals. The main focus of the work is Indonesia, because of all Third World countries the authors consider that it represents a particularly interesting and illustrative example of these issues. In the post World War II era, its policies have run the gamut from hostility toward foreign enterprises, to welcoming foreign investment during the early years of Suharto's New Order government in the late 1960s.
The solutions the government has experimented with, the legal and economic infrastructure it has put into place and the difficulties that persist, are instructive for all students of Third World development.
