There is today a conjunction of circumstances, pressures and constraints which make greater security cooperation in Western Europe not only possible, but imperative. This book analyzes from many perspectives the political and strategic dilemmas that Europeans now face. It makes a strong case for greater political and military cooperation. It argues for the creation of a European defence identity that will not hinder improvements in East-West relations, nor loosen the ties with the United States on which the security of Western Europe is firmly based. It calls for the seriousness of the situation to be recognized and for statesmen to show the political courage to step out into new paths.
