内容説明

At a time when the concept of an international civil service as formulated in the early days of the League of Nations is being challenged, this book traces the development and examines the present role of this service and the people who are employed by it. The creation and growth of the international civil service in UN organizations is seen in relation to political and economic changes over the last 40 years. This historical perspective leads the author to the conclusion that an adjustment to the traditional concept of an independent international civil service is essential if it is to adapt itself to present realities.
