In this analysis of the relationship between Sweden's energy policies and foreign policy, it is argued that, in the light of Sweden's stated position of neutrality, the energy vulnerability which leaves her at the mercy of the international petroleum market represents a major problem of national security. Both the Swedish and the wider international responses to the energy crises of the so-called "oil decade" of 1973-83 are analyzed, and the mutual compatibility of energy and foreign policies are assessed. The work also constitutes a conceptual framework for analyzing the nature and logic of Swedish neutrality.
