The fourth Labour Government ranks as one of New Zealand's great reforming governments. In the space of less than three years it has transformed the management of the economy and brought radical changes in many areas of public policy. It has also embarked upon some important constitutional innovations, most notably the introduction of a draft Bill of Rights. In this study twelve specialists in the field of economics, political science, public administration, sociology, and law examine and critically assess some of Labour's key policy initiatives. There are also chapters dealing with the transformation of the ideology, composition, and electoral base of the Labour party, and the mixed fortunes of the main opposition parties during the term of New Zealand's fourth Labour Government.
