In this examination of some of the issues and the problems connected with collective action by the international community, particular reference is made to the tensions between national diversity and collective action experienced in the foreign policy of the European community. The work focuses on the political relationship between the EEC and South Africa in the context of the constraints of foreign policy, examining in particular the economic, political and diplomatic interaction between these two international actors.
