It is the revised text of the report prepared by the author as Expert Consultant to the 10th session of the UN Committee on crime prevention and control, which met in Vienna in August 1988. It now appears as a special issue of the "International Policy". In this study the author has drawn upon the replies to UN surveys, the reports of other international bodies and the vast literature on all aspects of capital punishment.
