This series was established in 1986 to encourage the publication of multi-disciplinary studies of those public policies with significant international components or implications. Areas of special interest include arms control and defence policies, energy policies, human rights, maritime and space issues, Third World development questions and the EEC. This collection of essays looks at the State and instability in the south from both a domestic and international viewpoint, covering countries ranging from Japan to the Sudan.
