In March 1988 a committee of enquiry was set up by the Secretary of State in response to widespread concern about the difficulties facing teachers in the area of discipline in schools. Its report highlights the crucial role that parents have to play in shaping the attitudes which produce good behaviour in schools and emphasises the importance of consensus between teachers, pupils and parents on the values which underlie it. Problems relating to attendance are also examined. It also recommends that head teachers and senior management teams formulate school plans for promoting good behaviour.
