Many shades of opinion are evident in this anthology of recent articles on such topics as central planning, the market mechanism, the property system, prices, incentives, and issues of equity. Some of the authors advocate radical change, and others call for adjustments.

- Central planning brought the Soviet Union into the 20th century
- but by the 1950s it was a system with rapidly diminishing returns. Today the Soviet economic literature reflects the beginnings of a debate that has the potential to expand to the scope of the debates of the 1920s. Many shades of opinion are evident in this anthology of recent articles on such topics as central planning, the market mechanism, the property system, prices, incentives, autonomy and initiative and issues of equity. Where some authors advocate radical change, others call for one-time "adjustments," while perhaps the most daring of all call not so much for new policies as for an opening up of the system to the whole range of possibilities and potential answers. Among the authors included here are Abalkin, Aven, Kurashvili, Latsis, "Popkova", Torkanovskii and Shmelev.
