The origin of this review lay in concern expressed by the Law Officers during 1987 at the state of the government legal services. They argued that because salaries were substantially lower than in the private sector the government was failing to attract and retain sufficient lawyers of good quality to carry out the necessary work of providing legal advice, drafting legislation and prosecuting offenders. It was recognised however, that pay was only part of the problem and that a wider review was needed. This detailed report is the oucome of the review which puts forward a number of recommendations. The comprehensive review includes legal services needed by the government, in-house government legal services and the private sector, future organisation, recruitment and retention, pay, making best use of lawyers, managerial issues, Foreign & Commonwealth Office, Scotland & N. Ireland.
