Starting with an analysis of the 'Versailles' and 'Washington' systems, Ziebura examines the conditions and contradictions of the mid-1920s stabilisation policy. The US is seen to have acted as a hinge between the two systems, and the political significance of the Great Depression can therefore be seen to lie in the collapse of this American 'hinge' role.
