US bases around the world have become magnets of controversy and sometimes the object of violent demonstrations. In many cases internal political pressures have forced host governments to seek the re-negotiation of base rights with the United States. This work is an analysis of three ongoing sets of US base negotiations by scholars and foreign-policy practitioners. The authors take a comparative approach, seeking to understand both the practical and the theoretical implications of these difficult negotiations.
