An important aspect of the improvement in East-West relations is the reduction in the capacity of the conventional forces of NATO and the Warsaw Pact to attack each other is now an objective of policy on both sides. The declared doctrine of the Warsaw Pact for its conventional forces has changed from offensive to defensive. In this collection of papers, the theory of defensive strategy and the ways of implementing it are explored by scholars and military professionals from East and West. The papers are drawn mostly from the Pugwash workshop on Conventional Forces in Europe which has been one of the main channels for communication of these new ideas on strategy betwwen East and West.
