Public and private higher education boards of control rightfully demand that higher education policies reflect rational and systematic approaches to the future. Thinking and planning ahead of major post-secondary issues and problems, therefore, becomes incumbent upon chief executive officers and their staffs in all types of colleges and universities. US educational officials planned more seriously in the 70s when resources were diminishing than in the 80s when several years of unprecendented sustained economic growth provided greater flexibility and use of ongoing and new human and material resources. But a return to leaner years can be expected in the 1990s, and with it, a greater emphasis on planning ahead. Professor Miller addresses a range of concerns, discussing each first in terms of why the issue has come to prominence now, then looking at how American post-secondary education is currently reacting to it, and finally exploring the changes that should be made in the 1990s, focusing on implications for policy making.
Richard Miller has published a number of books including "Issues in Personnel Management" (1988), "Evaluating Major Components of Two-Year Colleges" (1988), "Evaluating Faculty for Promotion and Tenure" (1987), "Institutional Assessment for Self-Improvement" (1981), "The Assessment of College Performance" (1979), "Developing Programs for Faculty Evaluation" (1974), and "Evaluating Faculty Performance" (1972), among others.
