The overwhelming economic success of the newly industrializing countries (NICs) of East Asia is a prime example of the central role science and technology policy can play in economic devlopment strategies. The difficulty lies in recognizing what makes for workable policies and in applying the lessons of East Asia to other developing countries. This study attempts to define "good" policy by answering the following questions: what domestic capabilities are necessary for successful technology transfer and adaptation? What is the best means of obtaining foreign technology? What is the causal link between science, technology, and development? What is the proper balance between expenditures on basic science and on technology? What role is there for gevernment intervention and government-sponsored research in both agriculture and industry? The discussions draw on developments in technology choice, technological change, institutions, and human resources.
Looking at examples of East Asian development and pointing out the commonalities behind differing policies, goals, and cultural and economic systems, the contributors provide insight into one of the most important issues in development today.
