Examining the 1988 summit meetings from the perspective of both superpowers, this book gives high marks to Reagan and Gorbachev for their negotiating conduct and for achieving the results Moscow and Washington desired. Both leaders undertook the essential tasks of diagnosing differences and formulating principles that could serve as a basis for their respective negotiating strategies. Joseph Whelan's analysis concludes that symbolism and ceremony, some substantive achievements, and, above all, a statement of faith in the value of diplomacy, constituted the essence of the Moscow summit.
