This volume is an outcome of the Oakland Project which revealed the conditions of uncertainty under which local public decision-makers act. Starling argues that decision-making processes have not adapted to the needs of increasingly complex social, economic and political problems. Furthermore, he argues that public officials serve society better, when dealing with confusing problems, by avoiding decisions and otherwise protecting themselves than if they tried to fulfil their perceptions of ideal behaviour.
