Description
"Soviet Foreign Policy" looks at the relationship between contemporary reassessment of Soviet security policy, East-West negotiations on the disarmament and the internal processes of political reform under way within the USSR. Holden looks at the overall trends in recent trends in recent Soviet security policy. He charts the history of arms control in Europe, analyzing the reasons for its failure and the possibilities for success in the 1990's. This book extends the analysis beyond disputes about "military balance". Using the debates ongoing between Soviet civilian and military writers about military-political organization, and looking closely at Gorbachev's historic December 1988 UN speech, Holden concludes that USSR security strategy has to be seen in the context of internal political processes and East-West relations as a whole.
