Several times a year people in positions of influence from many countries and from diverse professional backgrounds attend international conferences at Wilton Park. The "Wilton Park Papers" are substantive reports on the proceedings and papers delivered at these conferences. A major conclusion of this conference was that the process of European integration is in a healthier condition than at any time since the 1960s. The 1992 project and the Single European Act have galvanised member states' governments and industries into an optimistic and frequently enthusiastic attitude. On a less positive note, fear of "fortress Europe" has grown among the EC's trading partners. A particular concern is that the natural EC demand for reciprocity, for access to third countries' markets, will be abused as an instrument to restrict access to the EC's markets.
