The Uruguay Round of multilateral negotiations in the GATT (General Agreement on Tariffs and Trade) has become the focal point for world trade policy. This report of a June 1990 conference analyzes the maximum results in terms of trade liberalization, rule-making, and institutional reforms that can be achieved in the Uruguay Round negotiations of the GATT. The contributors to this work analyze the most desirable outcome (or range of potential outcomes) given the constraints established by the negotiations to date, and discuss issues that should be included in the post-round GATT agenda.
