With the end of the Cold War, terrorism has become a major security issue for both Western and Eastern societies. In this study, Richard Allan provides a legal and political analysis of terrorism and its containment. He discusses the definitions of terrorism and examines issues such as the current programme of containment, the status of existing extradition treaties and the use of domestic surveillance in the United States for detecting and apprehending terrorists without violating basic democratic values and civil rights. Specific steps are proposed for an international system of co-operation and extradition that would ensure effective apprehension and punishment of terrorists.
