The US export control system had its origins in the beginnings of the Cold War. But export control policy today is formulated in a much different world of arms reduction, declining defence budgets, the likely transformation of rival defence alliances, the global movement toward democracy and the integration of world markets. If the Cold War is over, then it is time to re-examine the system of export controls designed for that war. In this book, US Senator John Heinz traces the evolution of the export control system; examines the arguments for liberalizing the system by analyzing current policies toward the Soviet Union, the Warsaw Pact and China; and explores the concept of "economic security", a possible new basis for export controls.
