This book represents the first major project of the Institute of Soviet and East European Economics at the Stockholm School of Economics. It is a result of a conference on Economic Change in the Socialist Balkan Countries organized on 12-13 June 1990. The authors hope is that this volume will be a substantial contribution to the study of the Balkan economies. Because of the derth of information that has long prevailed, little academic research has been possible on Albania, Romanian and Bulgaria, while the Yugoslav economy has mostly been discussed outside of the Balkan context. The intention has been to provide the reader with assessments based on statistics and information that have recently become available. Furthermore, the aim is not only to provide the reader with previously unknown facts, but also to offer analysis. The common view of the authors of this volume has been that at long last, the truth must be stated. But as there is rarely a common view of the truth, they present their perceptions while also trying to offer the facts upon which they base their judgements in order to allow the reader to scrutinize and question their opinions. All the contributors belong to the younger generation of scholars in the field, though typically, prehaps, none of them seems to be much impressed by market socialism, signifying a generational divide that is characteristic of both the Eastern and Western halves of Europe. Increasingly, the question that is posed is no longer what is the ideal society, but rather how does the Balkans move to a "normal" society, that is a market economy of a West Eruopean type with predominant private ownership. This becomes the starting point both for assessments of the current situation and for probing into the eternal question of what is to be done.
