This is an examination and evaluation of an important tool for tackling the trade deficit by stimulating exports: the use of tax incentives to spur investment in export-orientated areas. Carefully picking his way among the tangled relationships of international taxation, corporate investment, and the corporate entities through which the tax benefits flow, Professor Ramdas estimates the strength of tax deferral as an incentive. He also provides an historical perspective for analysts of international trade, investments and taxation. Finally, he sets an agenda for integrated public policy studies, calling for a multi-country framework evolving national export incentives.
