Description

The papers in this book provide a review of the ways in which lower levels of government are financed and their expenditure functions. The book takes the form of an international overview of local government in roughly half the OECD area and continues with a series of country papers which describe - mainly from the point of view of senior government officials - the issues that are preoccupying governments at the present time. This is the first time that an international perspective is available in this area and is also the first time that senior policymakers have been prepared to set out their views on the ways in which the role of local government is evolving. The material is important not only because it has previously not been available, but also because it can provide an international perspective to the debate currently underway in most European countries of how to reconcile the need to decentralise government with the desire to ensure that the objectives of central government (social, economic, and political) are nevertheless met.
