As initiatives of the Reagan-Bush era indicate, the states - not the federal government - will determine the development of new policies and programmes to respond to America's social ills in the 1990s and beyond. This book provides a study of state governors' responses to the "new federalism". Through the analysis of data and the use of case studies of eight governors, it aims to capture both the drama and the substance of the states' reaction to changing national health, education and welfare commitments. It also seeks to show the importance of environmental, economic, political and social factors - including the power of personality - in determining a governor's capacity to lead.
