"Agenda for Action" explores ways for the African countries, the Soviet Union and the United States to co-operate in addressing critical problems besetting Africa. Based on the work of a small group of African, Soviet and US specialists, it stems from a chain of convictions and insights: the fresh and exciting thinking that is moving the two global powers away from traditional antagonisms can be harnessed to serve crucial African needs; potentially, the benefits to Africa of such tripartite co-operation far exceed any results that might be expected from each acting alone; and finally, this kind of co-operative action can make an important contribution toward achievement of more international co-operation in general. The contributors provide background information and specific recommendations for action in nine areas of vital concern: agricultural production and distribution; the environment, particularly the prevention of further desertification; debt; minerals production and extractive industries; communications; health and epidemics; nuclear nonproliferation; arms transfers and development, and security in Southern Africa. The final section addresses larger issues of multilateral co-operation in international relations. The book is an outgrowth of "Soviet-US Co-operation for Africa," a joint project of the Institute for African Studies of the Academy of Sciences of the USSR, the University of California African Studies Center and Center for International and Strategic Affairs and the University of Southern California School of International Relations. Anatoly A.Gromyko and Michael D.Intriligator have served as organizers of the project.
