But the Soviets remain in desperate need of management, marketing, and technological skills from the West if they are to compete in the world economy. Contained in this volume is also the first bilaterally authored draft law on foreign investment for the Russian Federation, a proposal that has been introduced by the Russian Parliament for possible enactment.
