A report on the plight of Beduin Arabs within the state of Israel, who form about 15% of the 18% Arab minority. Despite being Israeli citizens, the Beduin have few electoral rights and still fewer land rights. The report concentrates on these two issues, and provides an historical perspective. Members of various Beduin tribes recount their experiences since 1948, illustrating their decline from an economically independent people, living on and farming land which had been theirs for hundreds of years, to a minority within a powerful country, forced to give up their land, live in townships and provide low paid labour. The author asserts that the Israeli government is imposing living conditions and legal limitations upon the Beduin which are directly contrary to the UN Universal Declaration of Human Rights. She suggests that Beduin land rights should be restored, and their settlements allowed elected councils and budgets on the same terms as Jewish-Israeli settlements. The report concludes by listing authorities and individuals to which those concerned with promoting these aims may write and express their views.
