The publication of the LISC Report, "School libraries: the foundations of the curriculum" in 1985, served to focus attention on two aspects of library provision for children and young people: namely, provision through schools and school library services. No less vital is the right of every child to have access to a service through its local public library. In this sector, however, national guidelines have been conspicuous by their absence. That all local authorities make provision for children cannot be denied. The level and scope of this provision, however, varies greatly. This document seeks to provide these guidelines. It has been compiled by a working group comprising practitioners from a wide range or local authorities and professional organizations and its recommendations were ratified by the Library Association in January 1991. The guidelines are not intended to be prescriptive. Rather they seek to highlight key issues which should form the basis for clear and objective policy statements at a local level. The issues raised are common to all library services irrespective of size, community, structure or political complexion.
Whilst it is important that library work with children and young people should be seen in the context of the while library, to ensure a continuum of service, it is equally vital that the special needs of this client group are both recognized and reflected in service provision. The implications of this are all-pervasive, affecting every aspect of service including: service philosophy; planning and design; staffing; stock; promotion. Each of these aspects is covered in a separate chapter within the document.
