In the context of heightened international competition, the optimization of investment has become a condition for survival. There is no longer any margin for error, which means that social and technical issues must be considered simultaneously. Right from the very beginning of an investment project, it is essential that careful thought be given to organizational choices, occpuational skills, ergonomics and plant management. This report outlines a possible methodology and draws on examples from the approaches taken by a number of enterprises in the European Community.
