The main objective of this work is to describe the value of financial instruments in contributing to the solution of some of the major environmental problems now facing the international business and industrial community. It identifies a number of policy measures designed to help reduce the dangers of acidification, climatic change and pollution. Through the introduction of taxes and incentives, the flows and emissions of the substances largely responsible for environmental problems can be minimized. The measures described can be applied successfully to a broad range of pollution problems, and can be administered in a cost-effective and efficient manner. The book is divided into three parts. The introductory section describes the environmental problems faced, the choice and design of policy instruments and an evaluation of the effects of the instruments. The work then provides policy scenarios for flows and emissions of nitrogen and phosphorus, sulfur and carbon, cadmium and organic chlorines. The final part presents a full evaluation of the financial instrument scenarios and their interrelationship.
